Lot 1 : This Early Market Engagement (EME) is a structured, transparent, and non-binding market
consultation conducted in accordance with the ADB Procurement Policy (2017), and, where
applicable, the Procurement Directive for ADB Borrowers (2026) and the ADB Early Market
Engagement Procurement Guidance Note (January 2026). It is not a formal procurement process.
Participating firms will be invited to complete an EME Questionnaire covering the project approach,
delivery model, procurement considerations, implementation aspects, and other relevant topics to
support the EME process.
ADY is conducting this EME to obtain market feedback on the following topics prior to finalizing
procurement strategy and bidding documents:
• Preferred delivery model and implementation approach
• Resource availability and capacity
• Realistic implementation timeline and phasing
• Market readiness and capacity to deliver the required scope
• Key implementation risks and proposed mitigation approaches
• Lessons learned from comparable SAP ERP transformation programs. Feedback received during this EME will be used solely to support finalization of ADY’s procurement
strategy and bidding documents.
